You could be right, time will tell.
However, the thing that gives me pause is this - and please let’s just go with the scenario for the sake of argument for a moment - if you really did want to restore blue collar jobs to the states and / or address national security risks arising from dependence on China… then as berserk as it is, this is what you’d need to do.
You’d need to drive the cost of energy through the floor (largely there with fracking), reduce the tax burden on businesses, and mitigate the labour cost differential with China (ie tariffs). And even then you might need the nuclear option of currency devaluation, which also helps with a gargantuan national debt and associated risks.
I mean you’d need to be a madman to take a swing at it, but….
It’s also why I’m a little torn. If this fails as is likely we can all breath a sigh of relief, but it also means western labour is doomed, there is literally no way out of a brooks bros shoe stamping on a blue collar face forever.
This is why I am open to the possibility he means it. I can’t think of any other reason you’d do it. From the point of view of the interests of the wealthy is just completely batshit. Those wealthy have done a good job persuading us that the only formula that indicates concern for non ‘knowledge workers’ is providing them a welfare drip while the finance guys get rich from offshoring their jobs. Coincidence or not, is what it would look like if you tried to actually return those jobs to them.
