Basically the Scottish Government is allowed to spend the money, kindly given to it by Westminster, on devolved matters.So gents, is this cash that should be given to the SG for them to use as they see fit according to devo rules, or is it more that it would be the nicer thing to do? Cos I agree theres a difference (putting aside whether its a good idea by UKG or not)
The UK government can spend what it likes, on whatever it likes. It can and does, for example, bypass the Scottish Government giving money directly to local authorities to spend on what are reserved matters.
The latter didn't happen until quite recently.
