I have heard it is to do with the Janny not being paid past a certain time and this is not the first time it has happened at WHEC. But the other 2 options are also plausible.
Scottish footbal has just had some sort of summit about developing youth football. £50 million set aside for grasroots development. But Edinburgh Council cannae pay a janny 1 hours overtime to keep the lights on for a few penalty kicks. This is apparantly the first year Forfar have had a youth or developmemt squad for a while, I am sure its cost a few quid to participate as they have to play games South of Dundee (including home games i think, but i could be wrong) and this happens to them. It is not good enough either from Edinburgh Council or the SFA.
The only reason I know a bit about this is because I had a chat with the janitor at our let on Monday night. We'd put a ball over the fence, and he was obliging in opening up a padlock so we could get it but he explained there was a hard restriction on lights being off for 9:10pm - and he explained another local school had ended up with a fine for late switching off.
If I understand right, and this may or may not be the same at the WHEC, the sporting lets might be managed by CoEC or Edinburgh Leisure but the facility key holder is a third party like for example FES. So for example FES have no involvement in the running of the school but pick up the out of hours lets, and would get paid from say 7-10pm as part of an agreed contract that may or may not date back to the PPP initiatives that were common to upgraded the facilities.
This has happened at out let where a team has failed to book a long enough let for a cup tie, and the extra time and penalties would over run considerably. So the lights go out and everyone is turfed off. Not a big deal where there's not flood lights involved, but absolutely critical now. IIRC the EoSDL is a Friday night league so floodlights are going to be vital for the next 6 months.
You hire pitches by the hour - and down here it's complete hours, so it's 1 hour or 2 hours not 1.5 hours, so my hunch would be the booking club hasn't allowed enough time. Of course there's a pretty obvious issue that if the ref or opposing team is held up in traffic then there is no buffer to allow the game to start late.
Not saying FES were involved here, just using them as an example of the type of third party involved.
