Vacancy: Junior Graphic Designer

No mention of a senior graphic designer, expected to do everything and have experience in this, portfolio of work and sales. 
Am I misinterpreting Junior designer?
Surely someone who fits all the descriptions required will already have a job that sounds like it would pay more than this.
