In 2001 the then chancellor Gordon Brown ignored the health advice and the fuel protests of 2000 introduced tax changes that favoured diesel. This s decision led to a four-fold increase in diesel cars on our roads. Historically diesel was taxed more heavily than petrol. The lower taxation was justified on the grounds that it reduced carbon emissions(diesel engines have a greater thermal efficiency compared to petrol. It was done to translate to lower operating costs for road haulage. The shift towards electric cars was delayed.
On the European front, it's leading institutions the European Commission and the European Council played their role in creating the current pollution crisis in Europe. It was the commission that caved into the motor lobby in Brussels and encouraged the move to diesel. And it has actively colluded with the motor manufacturing industry to delay and water down emission standards for vehicles. The Commission was warned in 2011, by its own scientists that diesel vehicles were massively exceeding emissions limits. It took the US Environmental, Protection Agency to reveal the amount of cheating going on by Volkswagon when it revealed test results in 2015.
In 2013, Merkel who was under pressure from the German car industry in an election year made phone calls to Cameron, Hollande and the Irish prime minister Enda Kenny who was president of the European Council of the Eu to water down vehicle efficiency standards in order to protect Germany's lucrative luxury car sector. So a couple of NGO's labour to curb emissions can be undone by a couple of phone calls.

That’s a fine summary of the current situation. The only thing I would dispute is the assertion that Europe has a pollution crisis. The world has a pollution crisis, but if every European country became carbon neutral the planet would continue to warm and continue to become more polluted. We need to aid the developing world to produce cleaner energy. China is currently building coal fire power stations in China and more worryingly making a killing building them on license all over the world.
