Is it the winners/runners up that gets Europe this year? or is it 4th place???

This thing with 4th spot and runners up always confuses me, but if Celtic get to the final then the other team in the final will definetly get the UEFA spot. If Celtic dont get to the final then I think only the winners will get the spot, not sure about what happens to 4th place
