What do you have to do to start an official branch?

i think you would have to approach the supporters association and let them know of your plans and take it from there as they are members of the federation of supporters clubs.

Spot on. Contact Bill Alcorn at the Association club rooms and tell him you would like to start a branch. Either phone the club or visit their web site.
