Karzai is bricking himself that he could end up like Naji Bullah(sp), he sees the Americans as a more forceful conduit, Ashdown(sanctioned from the UN) wanted to bring Terry Taleban to the negotiating table to stop the conflict, possibly paving the way for a Blue Helmeted UN observer mission to take the place of the aggressive NATO led one there at the moment.

Karzais initiatives are US funded(or at least the lead funding is US) and he is not favourite to win the next Presidential election which is in about 18 months or so, my take on it is he's making early in roads to come over as a "tough" character throwing out the "ferengee". Ashdowns comments were those expected from a former Royal Marine/SBS officer

Do you think Russia, China , Iran and Pakistan (The SCO) are perhaps a more favourable option as a regional allie to Karzai, and this is some "Politiking" on his part to engineer a split with NATO.

After all , he knows what Obama calls the "9/11" fever in the west has dissipated through time (and Iraq!) , and he knows he cant hope to have a NATO and their anti-GWOT populations backing him for much longer.

Can't see the Russians being welcomed back into Afghan so soon after leaving with their tails between their legs, most of the current NA Warlords cut their teeth against the old Soviet Empire and their is going to be serious lack of trust/respect issues on both sides.

As for the Iranians or the Chineese can't see the Merks pulling out to let them take control somehow.

There probably is an acceptable soloution to the political problems however militarily there isn't much outside of NATO that can actually tackle the problems the Taleban can give a force and outside of the UK/US I doubt there is the political strength of will to keep losing numbers whilst keeping the primary objective firmly to the fore.
