I kind off like the idea of having one huge super-dooper prison somewhere. Say 20,000 capacity. Could build it on an island or outcrop somewhere. Bit of an issue for prisoners visitors, but apart from that it could be a very cost-effective solution, more efficient, and it would become a symbol of deterrence as so herculean and indomitable.
