When asked whether the parliament could change the basic rate of income tax in Scotland - which it can - 56% got it wrong, while 7% did not know.

I think this is fair enough really, as it hasn't been used yet, and there is no sign of it being used in the near future. If it was used, I would imagine that awareness of that would go up markedly.

I dont think the parliament has done enough to publicise its achievements, leaving the moanies space to talk shite about it. Encouraging figures though.
