It's been in the post a while - has it arrived?

"Can problem children be spotted before they're even born?

Before a child takes its first breath, doctors can respond to health problems.

But could the same be true of behavioural problems? Are tomorrow's anti-social children going to be identifiable before they've even been born? And if that's the case, what can be done to help?

Prime Minister Tony Blair talked today about social exclusion - a topic that last week saw him highlight the need for early intervention to support children identified as most likely to face a troubled future."

Very dangerous territory but i do think in principle it's something to be considered.

I agree 100% with the thought that we need to develop more sophisticated ways of assessing risk etc. to allow for earlier intervention. Two main arguments are (1) socio-biological - "damage" is already done to brain and personality the later you leave it; (2) economic - interventions aimed at older children/younger adults are considerably more expensive in achieving the same outcomes as those applied earlier (James Heckman, Nobel laureate in economics has done a lot on this). Talk of eugenics is unhelpful here - only the most liberal of liberals would deny that we are not in an increasingly good position to form judgements about which children and families are at risk from later social harm (either to self through drugs etc. or to others through violence etc.). We could start with the children of serious drug users - the statistics are horrendous for the damage done to these kids and the damage they do to society. This has led to nonsense like contraception in methadone whereas what we should probably be talking about are systematic, multi-agency interventions aimed at parent and child to reduce the harm. Dundee currently runs an excellent, though expensive programme where whole families are effectively taken into care (adults and children) and given intensive "treatment". Of course you'll have to put up with the Daily Mail arguments about "sending hooligans to holiday camp" etc. but in fact the cost of treatment can be less than the overall cost to society if you add up social work, NHS, police, councils dealing with these families.

I agree that we need to do something, but I think the whole thing is very scarey - it also smacks of a horrible pattern amongst the social engineering inclination in politicals;

dismantle the mechanics of a healthy society; devalue marriage etc

...and then come along with an authoritarian solution to address the symptoms of the problem caused.

as an aside - has britain ever had such an authoritarian government?

Not a fair comparison, let's stick to peacetime governments. Gladstone's were probably worse than Tony's lot for authoritarianism.

If he gets the chance they'll be implemented, but it looks like he'll be ditched by his party before he has an opportunity to realise his authoritanian instincts. But cctv is still poking it's nose here there and everywhere...and do you think racial profiling re airport security doesn't already take place ?
