One the one hand, England is a big place: I think there must be some places in this day and age where a few hundred people can dance to their wee h###rts' content without the whole thing turning into a cluster. (And without having to do six months worth of health and safety forms/ cooncil/ police - everyone there ACCEPTS that no health and safety has been carried out).

Saying that, the organisers seem to have been going for self-publicity by choosing a site near a motorway with no permission.

With the UK mainland being such a bureaucratic place these days, surely creating some kind of way these things can take place at the organisers/ participants own risk (and not risk to the public, subject to them finding a bit of land to use away from other people) would save the necessity for such a big police response.

(BTW, 'violence flaired' - my local police saw more violence than that at the last village WI meeting FFS).
