They have had these in England for a while. The US ones work slightly differently from this as they recycle ALL the growth into regeneration (e.g. environmental improvements) instead of the council/parliament creaming it off. In England we have found that the hike in business rates is OK for the larger companies but can kill of a whole raft of smaller more marginal businesses. The result has been that they are becoming less popular - businesses in Maidstone recently voted against setting one up.

That's a big burden. Seems to me they are undermining the revenue creators. Remember in Scotland, GNP in the hands of "government" (incl all quangos etc) is 51% of total spend. That is unsustainable.

and that's the average - its much higher in Glasgow.

In England, the percentage is about 25% of the economy based on the public sector.


Scotland will have to change its ways if it is going to be independent, IMO.
