You have to remember mate that acknowledging anywhere north of Watford is a major happening with these sorts of guys. To them the 'North West' (or the North East) will always be some place full of whippet fanciers, pigeon keepers and 'satanic mills'.
The North West, Liverpool and Manchester I'm taking he's referring to in particular, as we know was a huge hotbed for the original casuals. (He probably read it in a book somewhere.)
