IIRC after it was legalised it went up for about the first 10 or so years but has been pretty consistent since then. If that's the case then I'd guess the rate has been pretty stable for close to 30 years.

we've along way to go to match the russki's though. iirc the legacy of soviet ways is something like 4 out 5 conceptions aborted. which is why the russki's population is on a nose dive. well that and all the other bequests of that era and the calamities that followed.
