thats a route that would work IF the council tenants ALL said YES. Your problem being that some will undoubtably say NO cause they are not bothered about the tenement itself. One of the not so nice joys about sharing the costs of a building. You can always go ahead with those that want it, but the cost will spiral no doubt.

I'm currently experiencing similar problems at the moment with common repairs to the guttering and ponting of the tenement flat I stay in, it's a fecking nightmare.
