Two things...

1. It's not a 'Tapper' I know it may not sound poilitically correct, but the bit you are actually describing is officially called a Door Knocker.

2. It flaps in the wind cos it's too light.. so simple solution... get some heavy material and stick it to the back of the knocker, then the wind won't be able to shift it. I'm sure you can buy lead in strips with self adhesive backing and just stick it on (try B&Q or a decent hardware shop).
