They can be up for it all they want. Blatter was elected with worldwide support because he said the WC would be rotated around different continents with Europe not getting it every 8 years as has been the case previously. In other words it won't be supported by FIFA while Blatter is in charge, and anyone who wants to be elected in his place will have to rely on the non European vote who will be demanding the exact same thing.
The next few WCs will be S Africa, Brazil, US/Canada/Mexico (could actually see Canada getting it if they want tbh) China/Australia, then a European country which is as likely to be Italy or Spain as England. So it will be 2026 if at all.
