Association football was first codified in England but there is evidence that it existed as a passing game 600 years ago in Aberdeen, so it could be Scottish. We have made even less of an impact on world football, though.
I have to say Warner's lack of objectivity on this issue is nothing short of a disgrace.

He does have vested interests ( [Only Registered Users Can See Links. Click Here To Register]), not sure why he thought saying this was a good idea. Can't see why England or even Britain shouldn't be up for holding the world cup I reckon it'd be quality.
