My view on this is probably going to surprise a few folk but I don't think that this is discrimination. Discrimination imo is someone not getting the same respect or rights, and as far as I can see this is not what is being described here.
Personally it doesn't bother me, but I know a lot of people with no kids who get extremely pissed off about the flexibility given to parents when that is never even considered for those who are childless.
If they want to bring this in, then I would say fair enough, but it really isn't a discrimination issue afaic. In actual fact what I would say is what would be discrimination is only giving these rights to mums and not dads...
